On Tuesday morning, along the crowded Mexico Street last month, the mayor of the city pushed his Audi Black SUV to a subway station to choose a colleague.
The killer was waiting for them.
Before breaking in a move toward a move, and then through the driver’s window, the killer shot political staff in the front of the windshield and then through the driver’s window and disappeared in the morning’s busyness, the CCTV film shows the Reuters attack.
The killings of Ximena Guzman, the mayor of Clara Brugada, the mayor of Mexico, and the mayor, Jose Monoz, immediately sent shock waves through Mexico City’s political and commercial elites. Not only was this type of targeted political violence in Mexico City unusual, but many believed that these killings had a clear message for Brigada from organized crime groups to re -present it.
With about 30,000 murder a year, Mexico has one of the highest murder in the world behind Myanmar, Honduras and Jamaica, according to the United Nations. But the violence is almost completely in areas outside the capital: all except one of the 37 local and federal office candidates killed during the national election last year outside of Mexico City. Experts have referred to powerful drug cartels as perpetrators.
Reuters spoke to five businessmen who referred to the killings as shocking and terrible, but refused to fear themselves. A bank chief executive said he is currently using an armored vehicle and does not expect to increase security measures.
Not since the efforts of the 19020 assassination in 2020, Omar Garcia Harfuch, the chief of the Mexican city police – now the Minister of Security of the Mexican – has seen the capital, which has said at least two experts said is an apparent effort to intimidate its political leaders. The killings have pierced the city’s fame as a safe haven for its widespread political violence.
Many things are at risk for the capital. Mexico City is the heart of the country: a business, political and tourist center that is vital to both the performance of the second largest Latin American economy and its global image. In any sense that the city is no longer secure, it can cause a devastating blow to its image, especially as Mexico hosts the 2026 World Cup alongside Canada and the United States.
The City Prosecutor General of Mexico has not released findings from his constant investigation into the crime or identified a suspect.
But three security analysts told Reuters that the nature of the attack and its prominent targets refer to the new generation of Jalisco, one of Mexico’s most powerful criminal groups and labeled by the United States as a terrorist organization.
“These killings show signs of careful preparation,” said David Saxio, a security expert in Mexico City, who recommends state -owned governments and state companies on security issues. He noted that they took place at the Morning Press Conference of President Claudia Shinbawum, where he announced the arrests and confiscation of criminal groups in several states.
“They did this with the aim of destroying the narrative of Claudia Shinbum,” Sachsio said. “If you want to create a big media media, you do this in the capital.”
The Mexican City and Presidential government did not respond to comment requests. After the killings, Brogada promised that the crime would not be punished and that his government would continue his struggle against violent crime.
The Mexican City police said the case is being investigated by “the same strict assassination in the city.”

Between 2019 and 2023, when Sheinbaum was the mayor of the city, the murder in the city has been reduced by almost half of it – a record he made for his successful presidency.
However, the presence of drug cartels in Mexico City remains below the surface. Business owners say organized crime groups allow them to sell drugs in their bathrooms to force nightclubs, while some restaurants are said to make extortion payments.
“Some of the wealthy residents of the city have taken more precautions in recent months,” said Fernando Ortega, a Blindaje Diamante, an armored car store in Mexico City.
“There is a market that may not have a complete armor budget, but wants to feel protected,” Ortega said.
Security analysts say Borgada is now facing a problem – he cannot allow the crime to be done without punishment, but a tough response is at risk that retaliatory attacks in the city have criminal groups. This is a wider security challenge in the mirror, especially as US President Donald Trump calls for a stronger response to organized crime in Mexico.
“Mexico is stuck between a stone and a strict place,” said David Shrek, a professor at the University of San Diego, who deals with security issues in Mexico.
